- Citizenship by Investment

Montenegro’s Citizenship by Investment Program, although closed for new applications as of 2022, is still relevant for investors monitoring new European citizenship options.

 

Under the original scheme, investors could qualify by contributing EUR 100,000 to a national development fund and investing either EUR 250,000 or EUR 450,000 in approved real estate projects, depending on the region.

 

Successful applicants and their families gained Montenegrin citizenship with visa-free or visa-on-arrival access to over 120 countries, including the Schengen Area, Russia, and Turkey.

 

Montenegro’s strategic location on the Adriatic coast, its dynamic tourism sector, low taxes, and EU candidate status made it an attractive choice for global investors looking for a potential future EU passport through a simple and affordable European route.

 

Investors now watch Montenegro closely, as the country may revive or adapt its CBI option in line with its EU accession ambitions.
